We focus on the administration and management of Condominium, Homeowner, and Property Owner Associations. PMSI was established in 1984 and has a proven track record of providing professional association management services in the Northeast Florida. We like to think of ourselves as the pioneers in the industry.
Currently PMSI manages over one hundred associations with approximately 15,000 units. This includes resort-style condominiums, townhouses and single family homes. It also includes Community Development Districts with residential and commercial properties in Clay, Duval, Nassau and St. Johns Counties and the Southeast Georgia Area.

Property Management Systems, Inc., is owned and operated by Terry Powell who started Property Management Systems, Inc., in 1984 on Amelia Island. Terry’s goal was to provide first-rate professional administrative services to association Boards of Directors so that their respective communities could experience appreciation of their real estate investment. Through the years, PMSI has provided association management to a range of communities from the very small to the very large, residential and commercial, single family residential communities, condominiums and Community Development Districts. Today, PMSI is the pioneering leader in community association management in Northeast Florida. Terry is a 1973 graduate of the United States Air Force Academy and pursued a Master’s Degree at the University of Florida.
Scott Steffen began his journey with PMSI nearly 25 years ago with a summer job supervising a capital improvement project for an ocean front resort property and the rest, they say, is history. Scott’s leadership through the years has help Terry and PMSI become leaders in the community association management industry. He is the COO for PMSI and is responsible for the day-to-day operations. He has a BA degree in Business Administration Management and in Marketing from Valdosta State University. He holds a LCAM and CMCA license and is also a licensed REALTOR®.
Mary Powell has been the driving force in establishing cutting edge association bookkeeping standards. PMSI was one of the pioneers and early adopters of TOPS software, the industry leader in association management accounting. During her 30 years of involvement with association bookkeeping, Mary has gone from hand writing hundreds of checks per month to electronic bank transfers and transactions.
